Can this work with the identity key not being local on the app, but only in a very far away and slow bunker?
How does the content key get shared between apps/devices? Or each device has its own?

I think latency wouldn't be a problem, but bunkers would need to support new commands such as `nip44v3_encrypt_double_dh`.
Each paired device sync and converge to the same content key. If not paired, each device has its own content key.
