They can imprison someone if they don’t, they could possibly torture them, but they CANNOT hack or break the encryption of a properly stored key. That means it is down to the User to decide and you conflating a User’s decision with a State’s ability to break encryption is exactly what was wrong with your understanding on vax certs in the first fucking place.
