Withdrawing from the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) appears difficult to justify and is almost certainly not in the best interest of the United States. Incidents of piracy and armed robbery in Southeast Asia surged by 83% in 2025, underscoring the continued importance of regional maritime security cooperation.
