Perhaps but having been in situation ( not like this but I'm in London) its no point screaming now.
If she is useless, and we will find out, she'll get fired. For me, looking in, she's been set up for a fall. The people that appointed her should answer the big questions

Yes they should be fired too.
It seems to me that this has been a catalogue of incorrect decisions. Or a deliberate plan. 22, send loads of firefighting equipment to Ukraine, then massive cuts, lack of water supply...follow the money usually reveals the truth. Who owns the water supply?
Worse. Fired and tried at least for dereliction of public office.
