An alternative to Tor that has users stream sats to pay relays seems like an obvious next step in network level privacy tools. Streaming sats would greatly increase the costs of the DDOS-style attacks that affect Tor so much, and provide an incentive for relay operators.

tor should have integrated lightning a long time ago
Maybe feasible once blinded paths are integrated and reliable? Not sure relay operators would do this until they could receive privately on Lightning, which can’t really be done today.

Yes! Pay for routing .
what about PoW?
sats are reusable PoW. This levels the playing field. Even a tiny machine can request routing. If you demand POW at time of sending instead of sats then would-be DDoSers can leverage larger machines than the average user.
