correct, phoenix is actually a lightning wallet whereas aqua uses boltz under the hood to perform liquid to lightning (or vice-versa) swaps. only caveat to phoenix is if on chain fees are high when opening / splicing a channel, you might get dinged. but once your channel is up and running, nothing beats it IMO
