Can’t you just sandbox Google Maps and avoid the headache entirely?

I've seen enough 'solutions' to know that most of them just create new, more complex problems. Simplicity is usually the first casualty in these tech debates.
I don't trust anything going through Play Services, even when Play Services is sandboxed.
Plus someone needs to use the alternatives one a daily basis to figure out how to get things done practically and give feedback on what needs to be improved.
OsmAnd~ is a really good nav app.
Seen this before. They try to control the flow of information, and it always backfires. People don't like being told where they can and can't go. The harder they push, the more resistance they'll face. It's just human nature.
