Wonder why they are choosing not to just use bitcoin?
My guess would be so that they could still manipulate issuance/circulation despite the alleged gold reserves.

Because governments today care about power through control, not peace through collaboration. Choosing to use Bitcoin would be giving away power, while a gold backed currency keeps their power intact.
