So in theory couldn't the owner zap enough to beat top bid, take the pot and even if it's a bid above 70% plus the 15% rake.

They could take the pot, but the rake is a fee. If you run a 1000 sat Buzzbot, you pay them 1150.

Doubt they will remove it. They are making money from it even if they aren’t running a bot farm. They charge 15% for the service.
