yeah I don't think there's actually a problem with volunteers, it's managing the volunteers whilst you have search and rescue operations underway.
You can't stop people from helping, or sending supplies etc.
Also, if the more untrained civilians are doing things in dangerous places where there is still active risk, then it become a problem. People need to understand this as well. Cleaning some mud isn't the same as rushing to a place to go see what you can do only to get in the way of trained professionals trying to save lives. It happens a lot.

You guys in Spain are generally very nice and kind people but you have a problem:
You do not understand that everything you are and everything you have is thanks to one man by the name of Francisco Franco, who also made two grave mistakes. It is not thanks to your hippie, artist, progressive, engineer parents and grandparents. And definitelly not thanks to the West who "saved" you from Franco, and not thanks to USSR and russians and Masha And The Bear cartoon whom your parents and even you loved so much even just a few years ago. Most definitely not thanks to women.
Franco provided safety, wisdom, morality and as a result prosperity to spanish people, who, as most spoiled children do, just played naughty and did not appreciate it. Franco's mistakes were two:
1. Treated the naughty children like still his children. He became soft. He must have sent the freedom loving hippies to their dreamland USA to live in "black and spanish communities" or another dreamland USSR to live in any place they desire.
2. Centralized too much of everything into himself, rewarded the undeserving spaniards with his own achievements, and failed to leave a leader stronger, smarter, better after he left.
And so, spaniards during his rule lived like Hunter Biden in his youth, and the ones in their teens and 20s now, like Hunter now - a laughed at messed up shadow of his good looks from his spoiled youth.
Now when you say that, you just repeat what a soldier of Franco would have said: "general knows better". The problem is that the general is long dead. Your general is an idiot. Every individual including and especially volunteers must use their own brain now. If some take bad decisions and go under a falling rock, they die. It is their problem, it is their good intentions and their at least honorable deaths. Soldier's or firefighter's brain is no better than volunteer's. And your generals, experts, scientists, engineers, "experienced and specialised" idiots are useless if they are not gen. F. Franco who they obviously are not.
Volunteers don't need to be managed. It is simple: see a mess - clean it.
Nothing more ridiculous than spaniards going for a walk in a special scientist designed "going for a walk" gear. ๐
You spanish guys are ridiculous with your specialization and scientism obsession.
And civilians don't need to be trained. They are not dogs.
