The payment code isn't changed. When Sparrow or Ashigaru (a maintained fork of Samourai) allow you to use a more user friendly version of the payment code, it just looks up the payment code on the website that the Ashigaru team host.

Does the Ashigaru and Sparrow app randomly generate the user-friendly version or does it use the payment code to create the user-friendly version?

The user friendly name (called PayNyms) comes from webserver current run by Ashigaru and previously run by Samourai. When we switched over to Ashigaru's we lost the ability to use the PayNyms previously generated from Samurai's webserver.
