Are the tyrants drawing the line at running privacy server software? E.g. a coordinator server, or more specifically, devs running the privacy software vs building it?

Not sure how to answer that. Wouldn't put it past them to do anything
Me understanding is the first amendment protects us as long as code is speech. Running the code is where they are drawing the line, as far as I can tell. Of course that is only relative to what they can enforce, or choose to enforce.
