It changed in 2017 under 'concensus' Fundamentally, Satoshi stated that is the protocol changed, it wouldn't be trust less. That makes 100% sense, because the protocol should never change. Development should happen on top of Bitcoin, not at the protocol level. In any case, miners decide what happens really, it's a consensus of miners, not wallet holders.
