Yes, that's fact. And if they don't
buy btc actively they will accumulate by accepting btc for tax payments. However, a state who up to now wasn't able to manage it's household at all will also not manage properly the situation with their btc reserve. As long as money is bounded to politics and other invisible parties this will not resolve any of our problems at all.
