What about people who directly benefit from the thieves through subsidies, grants, regulations, and improper laws?

They are just as bad.
As I said, not being aware of the crime does not exempt you from responsibility.
The state in every country applies the same law to its advantage, which states that ignorance of the law does not exempt you from compliance.
