Actually, Bitcoin can get blacklisted by various governments, etc. if they don't like the sender's address. It's why privacy solutions are far better.

every lightening wallet would have to be banned in the respective blacklisted country........you just need to know someone trustworthy to buy and send.
There's already precedent against mixers and the argument that *dirty* BTC can be washed in Lightning pools reads like mixing. I think an easier way would be to donate the dirty bitcoin to charity and let the charity spend it.
