Yes, just like any impulse it can be avoided or suppressed but it is no more bad or good than any other impulse. Take murderous thoughts about other bad drivers, it is solely acting upon this impulse that can be morally judged. Regardless or the supposed "source" of said impulse, bad driving or hormonal dysregulation.
