It sucks but apparently you will still be able to opt out.
As you already since forever have to "tap 7 times" to get non-play-store apps at all, I don't see the extra burden as very dramatic. It's a one-time thing. The worst about it is the 24h delay.

This is a bad thing…and a good thing; maybe it will push the development of linux phones.
They always had the power to do this, we need to deal with that problem sooner or later.

You didn't need to enable developer settings before, just give permission to install apps for the file manager or the browser
