Panels are back to back, if the main panel has the ground and is neutral bonded the meter base technically is also bonded. Typically there is only one grounding point to eliminate parallel grounding issues.

I would bond it outside personally.. But depends where you are maybe whether the inspector is okay with the sub being nuetral bonded.
When I said both I was thinking like a continuois loop through the meter to the other panel.
