I don't think thats true when you can BUY enough hashrate to attack it. Unless "relative to price" means it isn't worth enough for anyone to care.

Yea, it's attempt to "democratize" mining backfired there. Turns out almost nobody wants to lose money mining for hypothetical non-financial future value. Securing the network requires an ideological commitment, as opposed to BTC capitalizing on peoples self-interest.
