So in order to collaborate it would be best to keep the content centralized and upload a list of tags and their tied entry to that point. While during the typing the application would immeadiatly search for your exact phrases that you are typing and return results that are most uploaded and contain the same characters (searching trough all posts for the phrase and returning the phrase that is found being mentioned in the most posts.) Acceptance and validation happen centrally altough anyone could easily filter out and use the tags from others to create their own tagging if they find the host doing a terrible job.
