What is the core problem here? The state will not protect you. They will waste years of everyone's time, probably deciding wrongly (it's a coin toss) and no one will be better off.
The story of state protection from the books is wonderful, but then after 10 years and tens or hundreds thousands of dollars, everyone's just tired, annoyed, regardless of the result.
This state protection is just a shitty service.

And in the end everyuservice is only made for those who make use of it. So yes. Justice system is mostly there to protect wealthy people.
