no. I think it can corrupt weak people, but I do think just administration is possible.

People are only as good as their incentives. And I think history tells us most of the people who gravitate to government are not those working in our best interest. Perhaps evil is too strong a word, but the sentiment still stands.

I don't believe this is comprehensively true, although I do agree that grifters are attracted to bureaucratic govt. I live in a Texas county with a modest number of employees and little debt. People are honest and deal with one another with integrity. Now you can say that incentives function properly at this level, but there are a lot of people here who respect God and hold to a moral standard.
