Follow packs can become starter packs if we ensure the p tags have relay hints. New accounts can get their initial relay list this way to decentralize onboarding, instead of having the same relay list for every new user.
Yeah when creating an account. If there were relay hints on each p tag you could fetch the relay lists from everyone on the follow pack, and construct an initial relay list for the user who is creating their account. Could be a way to decentralize relays during account creation in support of outbox.
Then they become more of a starter pack than just a follow pack.
