No, because they can not do much and do not see anything. And thanks to P2P pool we have already some corrective force.
Yes, because it means we have big influential players that don't care about Monero (bot nets, gov agencies,...) that could interrupt a network upgrade.
The alternative is not being used as we can see. People would rather get some pennies and help to centralize even more than solo mine
