What's the point in using a paid relay to get messages if it won't download from people who don't pay? Because In this situation I will have use another relay on top which is free and will get spam anyway

Only because no paid relay provider is offering inbox relays. They are unfortunately only focused on the outbox side.
But they could give you a relay that anyone can post to you while filtering the spam for you. You pay to receive your followers replies so that your followers don't need to pay.
Do you think there are economic incentives for that? Why didn't that happen yet?
