Ok, now looking at the latest video, the guy you flagged as the 2and agent shooting appears to actually be the first, shooting when much closer on the right, then the 2and dude shoots then 1st guy shoots again

New video shows the whole incident was unnecessarily escalated by the agents.
The victim intervened to help a woman who was pushed to the ground. Then the agent pepper sprayed him and pulled him the ground.
That too
