Consider how many dogs and children there are.
I got attacked by a German Shepherd when I was younger, same dog almost killed someone else. I think it attacked more than 2 people in its life too. Consider that a factor.

We had such a dog in grandmas village, also a german shepherd. What a crazy freaking bastard, should have been put down. But as someone pointed out, it's not the dogs, it's the owners. Which I find highly truthful.
