I can find and share my old Optant proposal (from about 2017-18?) That goes into allocating tax money to departments run like projects, unlocking stages of funding as previous promises get fulfilled.
However that's based on the assumptions that current system is horrible, governments can't be eliminated ad hence let's try to improve people's power over what's happening at least. It's naïve for sure but a good brain training.
