Leo was a clueless bleeding-heart NGO-type who made tearful speeches about Arab slavers targeting Congolese villagers to the League of Nations and then literally never visited the "Free State" quasi-protectorate the League granted him to "nation-build". He was mocked relentlessly in his own time for hiring on average only three White mercenaries in every Congolese battalion. The rest being natives, but in a land with no tradition of common identity, legal system, or shared fate. Too stupid and out of his depth to be reasonably held to "command responsibility", I feel. Would be like holding Baerbock responsible for the Donbas :p
