It encapsulates the philosophy of an authoritarian regime: impossibility of innocence and language as a weapon. Richelieu likely could not fathom that people could function on a set of values different from his own.

He was not very nice. Another expression attributed to Richelieu is "Reasons of State" (Raison d'Etat), his catch-all excuse whenever he was caught enacting policies contrary to Christian teachings, French tradition or common decency. "National Security reasons" is the modern-day equivalent.
