Regarding the widget drafts, there are two types of drafts, the auto draft (the last edit, and you will see it once you open the editor) and the manual draft (you hit 'save as draft' and it stays there regardless of the content it contains), the first type is in real-time and can be overrode by starting a blank sheet, while the other one needs to be deleted manually because it was created manually, I don’t quite understand your point, can you explain further your scenario?

It's probably the first option.
I open the Dashboard and click Smart widgets in the menu. At first, the panel is empty. I click the plus sign and the editor opens. I don't do anything there, just exit the editor.
After that, if I go to the Smart widgets panel, there's a saved, empty draft there. I don't need it, of course. But there's no way to delete it. The draft is only deleted after logging out of the account.
