In theory, individual relays and individual clients could comply with this order (or tell them to GFY), but due to the openness and decentralization of the protocol, there would never be mass compliance. Relays i think it will be fine, client apps will probably be banned from normie stores, will have to move to zapstore, and they will need to move out of GH as well probably. This is what nostr was created for.
