You can not flash ur pixel (grapheneos) with the popOS linux distro
With Linux Pop_OS you are here forever 
Try the web installer? Should be fine.
It works with web installer. Have done it 5+ times. Pixel 3, 5, 7.
If I recall it never worked unless web install.
