Doesn't sound like cash

Its a decentralized exchange where you can either meet up with a person IRL to pay with cash or find a seller to send cash via mail. Nothing else sounds more like cash than that.

It's a p2p trading platform (fork of bisq) where you also can trade cash for monero. Sent cash in a letter or package and receive monero. Done.
