As I said, not being aware of the crime does not exempt you from responsibility.
The state in every country applies the same law to its advantage, which states that ignorance of the law does not exempt you from compliance.

Modern day economies are completely distorted by government intervention. The economic structure is one big morass of government meddling.
Do you think there exists a private sector? A place where market participants are untouched by the public sector?
