"I didn’t grasp the fines bit" Basically as long as any wall street firm can afford to pay their SEC fines for ANY misconduct all they have to do is pay the fine and maybe retire a VP with a nice severance package and a well paid position elsewhere. Then lay low for a bit and do it all over again. If you'd do the same with any other business you'd get shut down and put behind bars but not wall street.
