its not that surprising. its how its set up. contributors decide what they want to contribute to a project, then they approve/deny based on that. if they don't work on that even if damus hq requirements change, then they will lose their grant because their reports won't match what they said they would work on. OpenSats grants don't make sense for building coordinated/cohesive teams. They only fund individuals not projects.
