With a simple tax code that anyone could follow, the IRS would whither away and die, right? If congress could pass a simple flat tax, would the IRS have any reason to exist?

It could just be an IT department. If "we" are still cool stealing a portion of citizens' income, i.e. productive output (tax what you want less of), your employer just reports what they paid you, then what you pay the government is just subtracted from that amount. It's like 100 lines of code plus a few servers. People who don't do that get prodded by the cops to comply. It's not rocket science, but I'm sure billions are needlessly spent in order to socially engineer resentment as inefficiently as possible.
