I believe what you have there would be considered compost extract you can use it straight or diluted to your liking. The benifits come from the soil microbes and beneficial organisms within the water that came from the compost.
If you wanted to make compost tea you would need to add an aerator to keep the oxygen level in the water elevated as during the tea brewing process heaps of new organisms are breeding and consuming all the free oxygen within the water.
The vast majority of beneficial soil microbes and organisms rely on having sufficient oxygen and food to live and thrive so if you do not want to make tea be sure to use the extract today. You can always make more compost extract by putting a handful of compost into a bucket of water stir it up for a bit and then use it to water your plants as needed
