I think it's just very inefficiently encoded, it's a 300MB file. I'm trying again with wget, and it caps at about 1Mb/s, and takes about 5 minutes to download. I checked with another video, that also downloaded at roughly the same speed but had a much more efficient encoding. Not sure what your limit on outbound traffic is, or if there's a limiter somewhere else, but maybe a max bitrate check to at least keep it below the outbound traffic cap could be useful? Video is ~10000bps:
