I am not sure how it could work without Google Services. But probably, yes. At least for now. The F-droid edition definitely has no notifications at the moment.

Fedilab (mastodon client) is using ntfy.sh for that same situation where there's no Google services. I'm sure the nerds that will be using a phone without Google services will have no trouble setting this up.
