Adding a decimal place is far less controversial than segwit or Taproot. Both of those went through. Theres no reason to add one at the moment but it's not a hard ask of we needed it. Perhaps I will prepare the bip when I'm not busy.

Those were soft forks, a base unit change i'm fairly certain would need to be a hard one. I could be wrong on that, popcorn ready either way.
They were soft because everyone agreed... Same as they agree that additional decimal places don't increase supply. Most people agree on basic math.

I think adding a floating point could be backwards compatible too. More research required.
