In that same paragraph, it says the fighting was fueled by the inflow of foreign fighters and weapons from the Russian Federation. Russia already rolled in. Ukraine was reckless at times in how it was fighting and was wrong where civilians were killed — being in conflict with armed separatists does not justify killing of civilians. However, make no mistake that this was fueled by Russia. It certainly does not justify Russia’s invasion of Ukraine.
