E.U relies on propietary software and for that ourpose they need to have these companies under a strict fiscal control. But they can't do that on Open Source Projects because anyone can see the code and no coder would want to have spyware and spyware is ridiculous on an open source projects excepting this projects calling itself "open spyware".
This is where Linux plays an important role (Ubuntu is no longer recommendable). Try Linux Mint for begginers or Archlinux for advanced or curious users. linuxmint.com
