Does NFC needs to be on for this to work?
TL;DW: Visa Apple Pay implementation of express transport payments is vulnerable and Visa says they don’t care because they claim it’s cheaper to issue reimbursements than it is to rollout a fix.
Just use Mastercard as the express transport card or disable the feature.
