There are different groups - or better: networks in the world. They have their own interests and different abilities to achieve them. There isn't a cabal who decides everything. And the outcomes aren't planned. They have interests and use whatever they can to achieve them. What you're seeing here, is probably the most powerful network. It's around for several hundred years. But countries like China, Russia and Iran aren't subordinate to this network. The latter wants to vassalize them, but ran into difficulties there. Also there are some other important players like the GCC. "Right now, there are changes—the likes of which we have not seen for 100 years. And we are the ones driving these changes together."
