Yup--all the government has to say is they need the info for "benefits determination" and they get complete access to your entire medical record without needing to ask you for permission.
And there's (of course) no specification on what the "benefit" might be...could be anything from free vaccines, to SNAP, to whatever--if it's a "benefit" (as defined by the government) and they feel they need access to make a "determination" then they get access.
