No the real solution is having competent and ethical fiscal and monetary policies.
Inflation or deflation are due to a cause not an inherent problem. It just measures the flow of growth in the system.
Sound central bankers (they exist outside of America and Europe btw) ensure that they control localised inflation whilst being affected by globalisation.
The real solution in the medium term is to decouple from the US dollar, hold less dollar reserves in the central bank and basically stop letting the USA shitty monetary policies affect your country.
And btw most empires collapse not due to inflation or deflation (although this accelerates downfall) it's the lack of tangible reserves to be deployed.
If your only have one pot of gold, you only have one pot of gold to run the entire thing. If you can't grow that pot, your soliders aren't fed, your ships lack sails and seamen and the empire's campaign comes to a halt.
