So to block all the spam on the blockchain, it have to be centralized?
Because after your explanation, I don’t see any scenario where whole 100% of bitcoin decentralized nodes will agree to run same thing.

To block the spam you would need to hardfork bitcoin and change consensus, and keep hardforking every time the spammers get around the blockades
